I've noticed that ranged attacks that impale you, are also considered "melee" attacks. Which reflect and cause some to stagger.
I think this is bugged and provides no damage reduction on melee attacks or bosses just don't count? I used it in The Harrow boss fight and his attacks seemed to do the same amount of damage whether I was using this or not with the same amount of Armor.
