Whispers Information
- Whispers's used to be in a gang before moving to Ward 13. He can't talk because he was previously stabbed in his neck. He uses a draw board to talk to the player.
- Location: Whispers Can be found at Ward 13 next to Root Mother
- Services: You can purchase Armor Skins from him with Glowing Fragments.

Notes & Tips
- In order to equip an armor skin. Select the piece of armor inside the inventory and press X to select from the different options.
- If purchasing skins for the trophy on PS4, you can buy hats/boots as they are cheapest, then buy body armor to save complete the trophy requirements and save fragments.

Needs to be updated, Whispers sells some survival gear like the White Rose now.

The first time I met the guy I had subtitles on and I didn't even realize there was an NPC there until "(Scribbles)" popped up at the bottom of the screen.
